Originally a chemical engineer who joined the United States Navy in the First World War, spent a career in Navy meteorology (called aerology at the time), and then retired to become the long-term civilian head of the U.S. Weather Bureau; was part of the National Academy of Sciences review of the Condon Report on unidentified flying objects
