This proposal has not yet been assigned to any decisionmaking group or decisionmaker(s).
The Proposals Manager will do so soon if and when the proposal or issue is "well formed" (including having a driver).
For now, the proposal record can be found in the new proposals queue.

Complete explanation

Help:Contents links to similar material as CZ:Home does, but is less well organized and less complete. I propose that these pages be merged, with the merged version living at CZ:Home.

Reasoning

If you there are duplicate versions of something, at least one is likely to be out of date. In this case, Help:Contents is the out of date one. For example:

As far as I can tell these pages have the same mission, so why keep them separate?

Help:Contents is perhaps a better name than CZ:Home, but it's silly to have a namespace with only one article in it. Are there any other "Help:" pages?

Implementation is just wiki edits, nothing unusual.
