General Paul D. Harkins was the first commander of the U.S. Military Assistance Command, Vietnam (MACV), from 1962 to 1964. It was the first headquarters that could direct U.S. combat troops. He was replaced by GEN William Westmoreland, who commanded MACV during the most intense period of U.S. Joint warfare in South Vietnam 1964-1968| combat involvement between 1964 and 1968. |
