Copyright/Licensing problem with this image

According to the image description page, this image is from http://www.trainweb.org/reynolds/photos/misc/1029819.jpg and is claimed to be CC based on http://TrainWeb.com/photos/photohdr.htm . This page states:

Before considering the use of photos from TrainWeb, please carefully examine the URL of the photo and of the web page where it appears. The below policy ONLY applies to photos and web pages that have a URL that begins with "www.trainweb.COM" and not those that have a URL that begins with "www.trainweb.ORG". So, this image is not explicitly CC, and either permission needs to be sought from the copyright holder (and if someone has already done this it should be mentioned somewhere) or this image should be deleted. James Yolkowski (talk) 02:59, 10 January 2015 (UTC)
