In the U.S. Select Agent Program for controlling dangerous organisms with potential as biological weapons, an overlap agent is a highly contagious and dangerous pathogen for both humans and animals. The U.S. Department of Health and Human Services has authority over the human hazard, while the Department of Agriculture deals with hazards to crops and animals.
