The Committee on Appropriations of the U.S. House of Representatives is constitutionally chartered to construct the spending bills for the Federal government. Rep. David Obey (Democrat of Wisconsin) is chair and Rep. Jerry Lewis (Republican of California) is Ranking Minority Member.
