I think that this looks like a delegation of responsibility without a clear devolution of power. I would suggest, if this is to proceed in a way that might be effective, that anyone interested in any of these roles should a) propose a remit, b) specify what powers are needed to achieve that remit effectively, c) do nothing without a clear acceptance of both. The principle is simple: don't offer or accept responsibility without the necessary ability to exercise it, to do either is a recipe for frustration and dissatisfaction. I agree that a person should really have a significant degree of clearly-defined responsibility--not, of course, absolute responsibility, because that's inconsistent both with a republic and with the rule of law--but I do not necessarily agree that the person who volunteers necessarily needs to propose a remit.
