Consultation and veto

Perhaps a time-limit for consultation should be defined in the article, and also how the Council may veto an ME decision: should it be by formal vote, or is it sufficient for one or more members to register an objection in public? If it's the former, that might be more difficult to organise unless a lengthy period of time was allowed. John Stephenson (talk) 19:20, 28 May 2016 (UTC)
