Selling weapons to South Africa?

News story claiming documents made public by current SA gov't show Israel offered the old Apartheid gov't both nuclear weapons & delivery systems. http://www.telegraph.co.uk/news/worldnews/middleeast/israel/7757687/Israel-offered-to-sell-South-Africa-nuclear-weapons.html

It's probably more complicated than that. Almost certainly, there was an exchange program; South Africa, after all, had uranium and the means to refine it. There's also speculation that Israel and Taiwan might have such a relationship.
