Robert Monroe [r]: Member, International Security Advisory Board, United States Department of State; retired as vice admiral (entered the United States Naval Academy as an enlisted man in WWII), United States Navy, having been director of the Defense Nuclear Agency (1977-1980) and Director of Navy Research, Development, Test and Evaluation (RDT&E) (1980-1983); he then spent 22 years with Bechtel, where founded the Defense and Space business and led Bechtel's work in "Former Soviet Union (FSU) Demilitarization"; specializing in nuclear weapons and nonproliferation from the late 1990s until 2005, when he retired to private consulting and advisory work [e]
