Choose the page recent changes. In that page on the lower left side is the toolbox area. Thee lowest entry there is special pages. Select that entry On the Special Page screen choose the button with the text:{ log in / create account" on the log in page select the blue button: "create an account" In the screen "Create Account" replace the name with the name of the person whose account you are going to make. Choose a password. Select all options except the last one (remember on this computer). And then click: create. Do not forget to e-mail the person with information about the new account, and to change the password ASAP. You are done.
