Barbara Dillon Hillas is an international lawyer and a partner in Dillon, Hillas and Dillon, where she specializes in developing legal systems in newly democratic countries. She led the original post-2003 training for Iraqi judges and legal system development in various other countries, including a major project in South Africa for the Agency for International Development; first post-perestroika resident U.S. lawyer in Russia;
